Preserve Engineers led a fast-track parking structure restoration program for the New Hanover County Parking Deck in Wilmington, North Carolina. The seven-level, approximately 770-space precast parking structure had developed extensive cracking and concrete spalling, particularly along topping-slab control joints on Levels 2 through 4. The initial engineering assessment identified that several of these conditions were structurally significant and could continue to deteriorate if left untreated.
What made this project unique was the speed of delivery. From engineering assessment through repair design and construction, the entire parking deck repair process was completed in approximately 30 days. Following the field assessment, the repair scope was quickly developed into construction documents that allowed the contractor to move directly into the work.
The repairs focused on removing deteriorated and poorly bonded topping concrete and restoring the affected areas to provide a more durable connection with the underlying precast double tees. The original deterioration was concentrated near control joints, where existing construction detailing had contributed to cracking and spalling of the topping slab.
Preserve Engineers remained involved throughout construction, providing construction administration and field engineering support as repairs progressed. This allowed conditions exposed during demolition to be evaluated quickly, repair limits to be confirmed in the field, and construction decisions to be made without slowing the project.
The completed project demonstrates the value of carrying a repair program from parking deck inspection and assessment through repair documents and construction administration under one engineering team. By combining rapid evaluation, practical repair design, and active construction-phase involvement, Preserve helped New Hanover County address the structural deterioration and return the affected parking areas to service within an accelerated schedule.
